BANGKOK — In the high-stakes arena of Southeast Asian energy development, timing is everything. Thailand’s largest private power producer, Gulf Development, is officially reactivating plans for a major gas-fired project in Vietnam after putting the venture on hold. The strategy shift signals a bold play to capture the explosive energy demand powering one of the world’s fastest-growing manufacturing hubs.
“We’re renewing plans for the large gas-fired power project in Vietnam after putting it on hold for some time,” said Sarath Ratanavadi, founder and chief executive officer of Gulf Development, speaking on Monday at Gastech 2026 in Bangkok. “Vietnam has strong potential, with rapid economic growth driving rising electricity demand.”
While Sarath declined to specify the exact monetary commitment for the revived expansion, the scope of Gulf’s original ambition in the region remains vast. Back in 2019, Gulf inked a deal with the Vietnamese government to evaluate a massive 6,000-megawatt gas-fired generation facility alongside a dedicated liquefied natural gas (LNG) import terminal in Ninh Thuan province. Gulf is no stranger to the area; the company already operates three renewable facilities in Ninh Thuan, delivering a combined 247 megawatts of capacity.
A Grid Under Pressure
Vietnam’s aggressive economic target—pushing for at least 10% annual GDP growth—is straining its national electrical grid to the limit. A rapid influx of international manufacturing, heavy infrastructure buildouts, and digital tech initiatives has left utility planners scrambling to keep pace with generation and transmission needs.
The vulnerabilities of this rapid expansion hit home in 2023. A severe drought weakened the country’s hydro-dependent power output just as summer consumption spiked, triggering widespread rolling blackouts that brought operations at northern industrial parks to a grinding halt.
Recognizing that industrial growth hinges on grid stability, Vietnamese officials have actively engaged with top energy leaders. In May, when Vietnamese President To Lam visited Bangkok, Sarath—currently ranked as Thailand’s wealthiest individual—joined an elite delegation of corporate executives meeting directly with the head of state.
The Digital Power Pivot
The renewed push into conventional gas generation comes as part of a broader, capital-intensive restructuring. Consolidated in 2025 by unifying Sarath’s diverse holdings across power, telecommunications, port infrastructure, and toll roads, Gulf Development now commands energy assets spanning the United States, the United Kingdom, Germany, Laos, and Vietnam.
The group’s investor disclosures detail a ambitious five-year roadmap targeting up to 140 billion baht (roughly $4.2 billion) in capital expenditure through 2030. While the overwhelming majority of that funding is earmarked for renewable generation, approximately 10% is allocated directly toward digital infrastructure, such as cloud services and artificial intelligence.
As artificial intelligence and cloud-computing workloads expand exponentially across Asia, Gulf is positioning itself as a core infrastructure backbone. Its maiden 25-megawatt data center reached full operation in June, while two additional facilities currently under construction are designed to draw up to 138 megawatts. Over the next five years, Gulf aims to build out an astonishing 2,000 megawatts of data center capacity—an effort backed by high-profile alliances with Microsoft Corp., Singapore Telecommunications Ltd., and Alphabet Inc.’s Google.
The strategy has already paid handsome dividends for its founder. According to the Bloomberg Billionaires Index, Sarath’s net worth has surged by $4.6 billion this year alone, elevating his fortune to $16.4 billion as global investors rally behind clean power and digital infrastructure.
